All Boy Scout troops are "owned" by a chartered organization, which has goals compatible with those of the Boy Scouts of America. Each chartered organization chooses a chartered organization representative and troop committee, and selects a Scoutmaster and assistant Scoutmasters. Together, they implement the methods of Scouting to achieve the aims of Scouting. Troop 71 has been chartered by St. John Vianney Catholic Church since 1961. Membership is open to boys of all religions and ethnic backgrounds.
